1.0.3 Relaunched, cannot exploit deep deposits

Hey, I'm on 1.0.3 and I'm unable to exploit deep deposits. I researched the Core Metals breakthrough, but it still says I lack the technology to exploit deep resources. This sector has already been deep scanned. See screenshots.
